Membership (FH, p. 211) Membership: Three tenured faculty members, each elected to serve a three-year term, at least one of whom has previously served on the CAPT. All members of the Board must have been tenured for at least two years. No two members may be from the same department. Faculty currently serving on the CAPT, CAFR or the FAB are not eligible. No member of the Tenure Review Board may sit for the review of a candidate in his/her department. The FEC will provide replacements for such reviews as needed. If this language is accepted, the following passage will also need to be changed (FH, p. 118): 2. The Tenure Review Board consists of three tenured members of the Faculty, at least one of whom shall have previously served on the CAPT, each from a different department and elected for a three-year term. Rationale: The TRB’s mission is to examine negative tenure decisions from the perspective of “inadequate consideration,” thus its review largely although not necessarily entirely focuses upon procedural issues. It seems essential to the TRB, which currently consists of one former member of CAPT and two who have never served on CAPT, that at least one member be directly familiar with the working procedures of CAPT. B. Proposed procedural change in reporting the results of the TRB’s deliberations (FH, p. 119): 4. The Tenure Review Board will convey its recommendation to the President, the Vice President for Academic Affairs, the Dean of the Faculty, the CAPT, the department Chair or program Director, and the candidate within four weeks after the petition deadline. Rationale: These persons—the chief academic officers and the relevant department Chair or program Director—are essential participants in the candidate’s tenure case, and so need timely notification of the TRB’s deliberations. We are particularly concerned regarding the possibility that the President might be out of town at the time a TRB decision is delivered, yet the TRB would be restricted from informing the VPAA and/or DOF regarding this important matter; likewise, a candidate’s Chair needs immediate notification.
